Kandó Regulated Infrastructure
A 20 Year Grid Modernization Concession
Project Brief
A NATIONAL-SCALE MODERNIZATION PROGRAM DESIGNED TO TRANSITION REGIONAL UTILITY NETWORKS INTO RESILIENT, SUSTAINABLE INFRASTRUCTURE.
Structural Mandate
The platform focuses on the comprehensive modernization of electricity and telecommunications networks across 21 selected municipalities. By migrating vulnerable overhead utility lines into robust, shielded underground conduit networks, the project eliminates weather-related vulnerabilities and secures long-term climate resilience.
Enabling Transition
Beyond physical de-risking, this modern underground infrastructure serves as the mandatory technological backbone for the local energy transition. It establishes the bidirectional capacity required to seamlessly integrate decentralized smart grids and high-capacity solar power.

Heritage of Innovation
Named in honor of Kálmán Kandó, the pioneering Hungarian engineer who revolutionized high-voltage grid architecture, this concession is future-proofing regional distribution systems for the 21st century. It carries a legacy of pioneering grid innovation into a sustainable future.
The Concession
A robust, contractually backed revenue model providing highly predictable, inflation-linked cash flows insulated from volume and market risk.
The Regulatory Backbone
The concession's primary revenue is driven by Distribution System Operator (DSO) Network Access Fees, accounting for 97.75% of total platform income. Fully regulated by the Hungarian Energy and Public Utility Regulatory Authority (MEKH), these tariffs are protected by a statutory purchase obligation under national energy legislation (VET), ensuring an annual 3.0% escalation floor across all connected users.
Municipal Underwriting
Predictability is further reinforced by fixed, 20-year take-or-pay Municipal Lighting and Asset Buyout Allocations across the 21 participating partner municipalities. Backed directly by localized government budgets secured under the Local Government Act (Mötv.), these payments cover ongoing O&M and hardware amortization.
Commercial Upside & Digital Real Estate
The remaining platform yield captures high-margin telecommunications infrastructure leases. By leasing protective low-voltage PVC conduits to regional ISPs and national carriers via long-term contracts, the project serves as a mandatory smart city sensor and 5G backbone.
